FTC names associate director for healthcare

Federal Trade Commission Chairman Andrew Ferguson has named Emma Burnham associate director for healthcare in the Bureau of Competition. 

Four things to know: 

1. Ms. Burnham has been appointed to the role after spending 11 years as a prosecutor in the Justice Department’s Antitrust Division, according to a Sept. 9 FTC news release.

2. She most recently served as the director of criminal enforcement at the division, supervising price-fixing matters. She previously held positions of trial attorney, counsel to the assistant attorney general, assistant chief and acting chief.

3. Her work as a senior antitrust official included prosecuting violations in the healthcare sector, according to the release. She led the division’s investigation into cartels in the generic pharmaceutical industry, which resulted in corporate prosecutions, including the largest criminal penalties ever imposed for domestic cartel offenses and the first use of divestiture in a criminal settlement.

4. Prior to joining the Justice Department’s Antitrust Division, she was a criminal defense associate at law firms in Los Angeles and Washington, D.C.
